Talk by Mr. Ethan Elkind, Director, Climate Program, Center for Law, Energy & the Environment from UC Berkeley and Mr. Ray Minjares, Heavy-Duty Vehicles Program Director at the International Council on Clean Transportation.

Please join the UC Berkeley Center for Law, Energy, & the Environment (CLEE) at the UC Center Sacramento for a moderated discussion on the regulations and deployment of zero-emission heavy duty vehicles. Heavy duty vehicles are a significant source of greenhouse gas emissions and a major source of toxic air pollution, which disproportionately impacts disadvantaged communities. California has set nation-leading standards to establish manufacturers’ sales, reporting requirements, and fleet obligations for zero emission heavy duty vehicles, as well as collaborating with global partners to accelerate the adoption of these vehicles. This talk will discuss the implementation challenges California faces and ways to overcome them.

Speakers:

Ethan Elkind, J.D. is the Director of the Climate Program at CLEE and leads the Climate Change and Business Research Initiative on behalf of the UC Berkeley and  UCLA Schools of Law. He has also taught at the UCLA law school’s Frank Wells Environmental Law Clinic. Mr. Elkind has a background in the California Environmental Quality Act (CEQA), climate change law, and environmental justice. His book on the history of the modern Los Angeles Metro Rail system was published by University of California Press in 2014.

Ray Minjares, M.P.H. is the Managing Director in the heavy duty vehicles program at The International Council on Clean Transportation. Mr. Minjares co-founded the Zero-Emission Bus Rapid Deployment Accelerator with C40 Cities. He also established the Global Industry Partnership on Soot-Free Clean Bus Fleets with the Climate and Clean Air Coalition. He holds an MPH from UC Berkeley.

Moderator: Louise Bedsworth, Ph.D. is Executive Director at CLEE, where she also serves as a Senior Advisor to the California-China Climate Institute. Previously, she spent nearly a decade working for the State of California, including as the Executive Director of the Strategic Growth Council, an inter-agency institution supporting sustainable communities, and as Deputy Director of the Office of Planning and Research under Governor Jerry Brown, where she led the development of the Integrated Climate Adaptation and Resiliency Program.
